Can a Keswick horse farm qualify for land use taxation?
Possibly. Virginia's land use program, which each county adopts by ordinance (Albemarle, Louisa and Fluvanna all have), names horses as qualifying livestock, and it taxes qualifying land on its estimated value in farm use rather than its market value. But the livestock must be kept primarily for commercial sale, the land needs 5 acres in agriculture with five years in that use, and rollback taxes apply if the use changes. Each county sets its own application rules.
